OFSTED says it is urging a new judgement-free approach for schools that have been stuck for years on poor ratings.
It said the 410 "stuck" schools needed extra support and should not to be inundated with unsuccessful improvement schemes.

Ofsted has not named the schools, but in Ofsted's Fight or flight? How ‘stuck’ schools are overcoming isolation report' - a map showing the proportion of stuck schools by local authority was included and this showed that Worcestershire LEA had 0.3per cent of the schools.
In the report Ofsted said: "We are working with the DfE to jointly review our approach to independent inspection and the support provided by others in these schools, so that the system as a whole can improve education for all children."
