MADAM - Why aren't the Environment Agency putting " floating booms " across our rivers and streams to capture the plastic bottles etc before they enter our seas?

A fallen tree across a stream does a brilliant job of doing this, so why aren't we following its lead? They could be placed at strategic places for accessibility and any rubbish collected periodically by willing volunteers (like myself) who like to see their river "rubbish free".

The initial cost surely would be of benefit in the long term, stopping tons of rubbish bound for the sea? It just needs someone in authority to say "Yes, let's give a trial at least".
