Neither side deserved to lose this entertaining game with Ludlow's Will Norton just failing to level with the final conversion.
Luctonians led 12-7 at the break with home flanker Ian Prentice reducing arrears with a try, converted by Norton.
Tries from Derek Sandell and Darren Dukes took Ludlow into the lead, but Luctonians hit back with two tries, one of which was converted.
Winger Gareth Edwards crossed for a last minute try but Norton's conversion attempt drifted wide.
