Ludlow Town Council has voiced support for the sensitive redevelopment of the former Chang Thai restaurant and pub into housing, with a focus on ensuring the plans meet the needs of the community.
Located on Market Street, the building was once home to The Globe pub and later the Chang Thai restaurant.
The latest planning application proposes converting the site into ten apartments.
The council has recommended reducing the number of flats from ten to eight to create more spacious homes.
It also supports retaining and enhancing the garden area with more greenery to support wildlife and improve the outlook for neighbours.
This follows objections to the original application from within the council.
"They are going to be very small apartments," said Councillor Vivienne Parry of the original plans.
"They are going to be hen hutches.
"It will be alright for single people but for couples will have two cars, it will be diabolical.
"They are just being greedy."
Other recommendations from the council include expanding bin storage and adjusting the layout to lessen the impact on the adjacent flat.
Importantly, the council wants the homes to be used as permanent residences, not holiday lets, to help address Ludlow’s housing shortage.
A previous application for 11 flats was refused due to concerns about overdevelopment and a lack of evidence that the pub was no longer viable.
Developers argue there is "no reasonable prospect" of the building being reused as a pub or restaurant and that Ludlow already has enough commercial units.
Councillor Andy Boddington previously said he hoped the building could return as an independent business.
"The overheads from the major pub chains make running eclectic venues in small towns unprofitable," said Coun Boddington.
"We need places in Ludlow that are a bit off the wall.
"We would be a dull town if we become just like everywhere else."
The planning statement for the current application acknowledges "some harm" to the listed building, but considers it "less than substantial."
